欧洲央行:现金需求量依然很大,暂不考虑发行数字货币

上周,欧洲央行(后文简称ECB)行长Mario Draghi在回答欧洲议会成员Jonás Fernández的提问时表示,除非加密货币的底层技术能够实现“重大发展”,否则央行不会考虑使用这项技术。

不过他也指出,虽然目前ECB和欧元体系没有发行央行数字货币的计划,但该机构的确在仔细研究发行这种货币作为现金的补充品会产生什么样的结果。

至于ECB不考虑发行数字货币的原因,Draghi给出的答案和之前说过的一样。

Draghi表示,欧盟28国将继续保持对央行数字货币的谨慎态度,在这一点上,欧盟与俄罗斯和中国等国家的态度完全相反。

今年早些时候,ECB和国际清算银行(BIS)发布的一篇联合报告指出了发行央行数字货币的“负面影响”,认为依然需要更进一步的研究。

TheEuropean Central Bank (ECB) has “no plans” to issue its own digital currency,President Mario Draghi told the European Parliament Wednesday, September 12.

Addressinga query by MEP Jonás Fernández, Draghi said “substantial development” was stillneeded in the underlying technology behind cryptocurrencies before the CentralBank would consider using them.

“The ECB andthe Eurosystem currently have no plans to issue a central bank digitalcurrency,” he summarized:

“Nonetheless,we are carefully analysing the potential consequences of issuing such acurrency as a complement to cash.”

Explainingwhy no plans were afoot at the ECB, Draghi drew attention to those samefactors.

“...Thetechnologies which could potentially be used to issue a central bank digitalcurrency [...] have not yet been thoroughly tested and require substantialfurther development before they could be used in a central bank context,” hetold Fernández, adding:

“With regardto the central bank administering individual accounts for households andcompanies, this would imply that the central bank would enter into competitionfor retail deposits with the banking sector and lead to potentially substantialoperational costs and risks.”

Headded there was at present “no concrete need” to issue an additional currencywithin the eurozone, saying demand for cash banknotes “continues to grow” inthe EU28.

Draghicontinues the wary stance the 28-member bloc has traditionally held onbank-issued cryptocurrency, in contrast to moves by countries such as Russiaand China.

Earlierthis year, a joint report from the ECB and Bank for International Settlements(BIS) highlighted “side effects” of a potential launch of such a currency, alsoconsidering the need for more research beforehand.
